(1) The Welsh Ministers may—
(a) vary any condition imposed under section 7(3)(b), 12(2) or paragraph (b) of this subsection, or
(b) impose a further condition on a service provider's registration.
(2) No variation of a provider's registration may be made under subsection (1) unless the requirements of sections 18 and 19 are met (but this does not affect the Welsh Ministers'
