4  Drains and water-pipes

(1)     The drains and water-pipes described in the Second Schedule to this Act shall vest in the Minister by virtue of this subsection and without further assurance; and the Minister and persons authorized by him shall have all necessary rights of access to those drains and water-pipes for the purpose of maintaining, repairing and replacing them from time to time.
