162  Review of regulatory regime

(1)     The Secretary of State must appoint an independent person to carry out a review of—

(a)     the effectiveness of the regulator in—

(i)     exercising its building functions,

(ii)     securing the safety of people in or about buildings in relation to risks arising from buildings, and

(iii)     improving the standard of buildings,

(b)     the adequacy and effectiveness of—

(i)     provision made by or under Parts 2 and
