28  Fees and charges

(1)     The Secretary of State may by regulations make provision authorising the regulator—

(a)     to charge fees, and

(b)     to recover charges,

for or in connection with the performance of a relevant function.

(2)     The regulations may—

(a)     prescribe a fee or charge, or

(b)     provide for the amount of
